The Adams County Office of Planning and Development (ACOPD) prepares countywide planning policies and conducts implementation programs designed to guide community building and resource conservation in Adams County.  Planning initiatives focus upon long-range land use, transportation, and resource protection policies, medium-term implementation activities, and short-term efforts to effectuate the best possible community design and conservation decisions.
 
ACOPD is responsible for the functions listed below.  Documents pertaining to these functions, including advisory reports submitted to local municipal governments (townships and boroughs) for all proposed subdivision plans, land development plans, comprehensive plans and comprehensive plan amendments, zoning ordinances and zoning ordinance amendments, and similar reviews, are available for public inspection during normal business hours.

*  ACOPD staff administers the New Oxford Borough Zoning Ordinance in accordance with the Borough’s Community Planning contract with Adams County.  All other Community Planning contracts provide basic planning assistance.
 
   ACOPD also provides staff services and support to several Adams County boards and commissions. These include the Adams County Commissioners, Adams County Planning Commission, and Adams County Transportation Planning Organization (ACTPO).
 
 
                                     ACOPD Library
 
The Adams County Office of Planning and Development maintains a library, which includes books and publications that deal with Community Planning, Land Use, Transportation, Sustainable Development, Natural and Cultural Resource Conservation, and many other topics related to planning.  These resources are available to the public. Adams County residents may borrow books from this library, which is administered much like a public library.  Interested residents may personally visit ACOPD at 19 Baltimore Street in Gettysburg to access these resources.
