WEDNESDAY, OCTOBER 3, 2007:
The Adams County Board of Commissioners met this date in regularly scheduled session at 9:04 a.m. in the Commissioners’ Meeting Room with Board Chairman R. Glenn Snyder presiding. Others in attendance were Commissioners Lucy Lott and Lisa Moreno; Solicitor John Hartzell; Chris Toms, C.S. Davidson; Carol Knisely, Qunique; James Faust, Green Acres Administrator; News Reporters Caitlyn Heaney (Evening Sun), Jocelyn Chambers (WHVR), Max Stevens (WGET), and John Messeder (Gettysburg Times); and Chief Clerk Paula Neiman.
Minutes:
Ms. Lott moved, seconded by Ms. Moreno, to approve the minutes of the September 26, 2007 Commissioners meeting as presented.
Motion carried.
Salary Board Meeting:
Chairman Snyder moved, seconded by Ms. Moreno, to recess the Salary Board Meeting until 9:30 a.m. this date.
Motion carried.
Proclamation:
Ms. Lott moved, seconded by Chairman Snyder, to adopt and proclaim the month of October 2007 as “DOMESTIC VIOLENCE AWARENESS MONTH”. This proclamation was presented to Ms. Kate Colgan who thanked the Commissioners for their past support.
Motion carried.
Chairman Snyder moved, seconded by Ms. Lott, to adopt and proclaim October 18, 2007 as “LIGHTS ON AFTERSCHOOL” in Adams County. This proclamation was presented to Ms. Vicki Corbett, Chairperson. She thanked the Commissioners for their support and noted there will be a Rally for After School Programs on October 18, 2007 at the Keefauver Center from 6:30-8:30 p.m.

Public Comments/Questions:
Chairman Snyder recognized Carol Knisely from Qunique Corp who introduced James Faust, the newly appointed Green Acres Administrator. Mr. Faust has a strong background in Finance with county government and 9 years experience with long term care.
Children and Youth Services:
With recommendation from Peter Vriens, Administrator, Ms. Lott moved, seconded by Ms. Moreno, to approve and sign Purchase of Service Agreements for Fiscal Year 2007-2008 with the following:
Cornerstone Counseling
Professional Family Care Services, Inc.
White Deer Run

With recommendation from Peter Vriens, Director, Ms. Moreno moved, seconded by Ms. Lott, to approve and sign a TANF Transition Grant Application between the County of Adams and the PA Department of Public Welfare in the amount of $56,187 for Fiscal Year 2007-2008

Office of Planning & Development:
With recommendation from Richard Schmoyer, Director, Ms. Lott moved, seconded by Ms. Moreno, to approve and sign Resolution No. 23 of 2007 and to ratify the submission of a Community Conservation Partnership Program (C2P2) Grant Application between the County of Adams and the Department of Conservation and Natural Resources in the amount of $15,000. This grant is a 50-50 match and will be used to encourage the development of an enhanced component of the Southwest Adams Joint Comprehensive Plan that would carefully address parks, recreation, open space and greenway issues.

ADAMS COUNTY, PENNSYLVANIA
DCNR GRANT RESOLUTION
No. 23 of 2007
WHEREAS, Adams County, Pennsylvania (“applicant”) desires to undertake the following project, Enhanced Park, Recreation, Open Space, and Greenways Element, Southwest Adams County Joint Comprehensive Plan; and
WHEREAS, the applicant desires to apply to the Department of Conservation and Natural Resources (“Department”) for a grant for the purpose of carrying out this project; and
WHEREAS, the application package includes a document entitled “Terms and Conditions of Grant” and a document entitled “Signature Page for Grant Application and Grant Agreement”; and
WHEREAS, the applicant understands that the contents of the document entitled “Terms and Conditions of Grant,” including appendices referred to therein, will become the terms and conditions of a Grant Agreement between the applicant and the Department if the applicant is awarded a grant; and
WHEREAS, the applicant understands that, by signing the “Signature Page for Grant Application and Grant Agreement” and submitting it to the Department as part of the grant application, the applicant agrees to the terms and conditions of the grant and will be bound by the Grant Agreement if the Department awards a grant.
NOW THEREFORE, it is resolved that:
1. The “Signature Page for Grant Application and Grant Agreement” may be signed on behalf of the applicant by the official who, at the time of signing, has the title of Chairman, Adams County Board of Commissioners.
2. If this official signed the “Signature Page for Grant Application and Grant Agreement” prior to the passage of this Resolution, this grant of authority applies retroactively to the date of signing.
3. If the applicant is awarded a grant, the “Signature Page for Grant Application and Grant Agreement,” signed by the above official, will become the applicant / grantee’s executed signature page for the Grant Agreement, and the applicant / grantee will be bound by the Grant Agreement.
4. Any amendment to the Grant Agreement may be signed on behalf of the grantee by the official who, at the time of signing of the amendment, has the title specified in paragraph 1 and the grantee will be bound by the amendment.

Commissioners:
With recommendation from Solicitor John M. Hartzell, Ms. Lott moved, seconded by Ms. Moreno, that the County of Adams engage C.S. Davidson, Inc., based on their proposal for a space study to determine future Adams County Courthouse and office space needs, at a cost not to exceed $130,300.00.

Court:
With recommendation from Court Administrator Mark Grim, Ms. Moreno moved, seconded by Ms. Lott, to approve and sign a Service Provider Agreement between the County of Adams and Sasha Jovic, 56 Pine Ridge Circle, Enola, PA for translating services.

Department of Environmental Services:
With recommendation from Solicitor John M. Hartzell and Director Bicky Redman, Ms. Lott moved, seconded by Ms. Moreno, that the County of Adams amend its agreement with the York County Solid Waste and Refuse Authority, allowing for continued disposal of municipal solid waste from certain Adams County municipalities, and providing certainty as to the method for future amendments to this agreement.

District Attorney:
With recommendation from District Attorney Shawn Wagner, Ms. Lott moved, seconded by Ms. Moreno, to approve and ratify the signing of the following:
- A Project Modification Request – Amendment #1, for the STOP Violence Against Women Grant (Subgrant #2006/2007-VA-06-18334) in the reduced amount of $3,750
- Adams County Child Abuse Network (Subgrant #04-DS-18-16250) in the amount of $59,150 for the period January 1, 2008 through December 31, 2008

Adams County Adult Correctional Complex:
Ms. Moreno moved, seconded by Ms. Lott, to approve and sign a Bank Resolution between the County of Adams and Adams County National Bank for the Inmate Commissary Fund and Inmate Cash Account.

Green Acres Nursing and Rehabilitation Center:
With recommendation from Solicitor John Hartzell, Ms. Lott moved, seconded by Ms. Moreno, to approve and sign the following Contract Change Orders for Nursing Home renovations:
- General-5, East Coast Contracting, Inc. in the amount of $235,763.94
- Mechanical-3, Worden & Shewell, in the amount of $54,290.00
- Electrical-2, Hull’s Electric Service, Inc., in the amount of $27,167.00
- Fire Protection-1, Rowe Sprinkler Systems, Inc., in the amount of $2,600.00

Ms. Moreno moved, seconded by Ms. Lott, to approve the Personnel Report dated October 3, 2007 as follows:

Recommendation from Blaise Raville, Director, to approve the employment of John P. Farrell, Security Officer, effective September 27, 2007.

Obert Buterbaugh III, PT Telecommunicator, effective September 17, 2007

Other Business:
Solicitor Hartzell:
- Revised and finalized the process for the emergency absentee ballot requirements. Judge Kuhn has approved.
Chairman Snyder:
- Chairman Snyder announced that Children and Youth Services, under the direction of Peter Vriens, has received grant funding for the county of over one million dollars in state and federal monies. Director Vriens programs are recognized throughout the State. Adams County is very proud to have him as an employee and applauds his efforts.
