WEDNESDAY, MARCH 14, 2007:
The Adams County Board of Commissioners met this date in regularly scheduled session at 9:03 a.m. in the Commissioners’ Meeting Room with Board Chairman R. Glenn Snyder presiding. Others in attendance were Commissioners Lucy Lott and Thomas J. Weaver; Solicitor John Hartzell; Peter Martin, C.S. Davidson; News Reporters John Messeder (The Gettysburg Times), Caitlyn Heaney (Evening Sun); Jocelyn Chambers (WHVR); Max Stevens (WGET) and Chief Clerk Paula V. Neiman.
Minutes:
Ms. Lott moved, seconded by Mr. Weaver, to approve the Minutes of the March 7, 2007 Commissioners’ Meeting as presented.
Motion carried.
Salary Board Meeting:
Ms. Lott moved, seconded by Mr. Weaver, to recess the Salary Board Meeting until 9:30 a.m. this date.
Motion carried.
Public Comments/Questions:
No public comments/questions were addressed to the Board at this time.
Tax Assessment:
With recommendation from Barbara Walter, Chief Assessor, Ms. Lott moved, seconded by Mr. Weaver, to approve the exoneration of personal taxes for Carlton Bucher, Cumberland Township.
Motion carried.
Adams County Bridge No. 56 – John’s Burnt Mill Bridge:
Ms. Lott moved, seconded by Mr. Weaver, to approve and authorize Chairman Snyder to sign a proposal from Lobar Site Development Corporation to perform the Spandrel Wall Crack Repair on Bridge #56 in the amount of $1,068.00.

Children & Youth Services:
With recommendation from Peter Vriens, Administrator, Ms. Lott moved, seconded by Mr. Weaver, to approve and ratify the signing of the Communities That Care Grant in the amount of $22,222.00 for the period July 1, 2007 through June 30, 2008.

MIS Department:
With recommendation from David Sprankle, Director, Ms. Lott moved, seconded by Mr. Weaver, to approve and authorize Chairman Snyder to sign the following Video Conferencing Maintenance Agreements between the County of Adams and Wire One Communications, Inc., 4600 Lyons Road, Miamisburg, Ohio:
- Coverage Period April 6, 2007 through April 5, 2008 in the amount of $6,360.00
- Coverage Period April 6, 2007 through April 5, 2010 in the amount of $12,988.00

Court:
With recommendation from the Court Administrators Office, Ms. Lott moved, seconded by Mr. Weaver, to approve and sign a Service Provider Agreement between the County of Adams and Dr. Glenn Ford, 259 Pine Tree Road, New Oxford, PA for translating services.

Planning & Development:
Mr. Weaver moved, seconded by Ms. Lott, to approve and authorize Chairman Snyder to sign a Land Use Planning & Technical Assistance Program Grant drawdown in the amount of $2,720.
Motion carried.
Capital R C & D Council:
Mr. Weaver moved, seconded by Ms. Lott, approve to appoint Bicky Redman, Director, Department of Environmental Services as a member to the Capital Resource Conservation & Development Council effective March 14, 2007.
Motion carried.
Tax Claim Bureau:
With recommendation from Danielle Asper, Director, Mr. Weaver moved, seconded Ms. Lott, to approve exoneration of delinquent real estate taxes for the following:
- Ersell E. & Ruth H. Withrow, E12-82-54, Cumberland Township – 2004 $22.17 2005 $26.79 and 2006 $27.62
- Robert J. Cook, J8-45-126, Reading Township – 2003 $74.24 and 2004 $74.24
- Matthew C. Lebaron, G12-124-123, Straban Township – 2004 $28.00 2005 $33.82 and 2006 $34.88

HOME Grant:
With recommendation from Anne Thomas, Grants Coordinator, Ms. Lott moved, seconded by Mr. Weaver, to approve and authorize Chairman Snyder to sign a Subordination Agreement between Michael K. Wolf and Susan K. Wolf, 360 Green Springs Road, Hanover and HSBC Mortgage Corporation. The County of Adams will remain in second position.

Treasurer:
With recommendation from Treasurer Theresa Adamik, Mr. Weaver moved, seconded by Ms. Lott, to approve and sign the Client Account Agreement and Authorization to Debit/Credit between the County of Adams and Adams County National Bank for the ADP wire transfer.

Personnel Report:
Mr. Weaver moved, seconded by Ms. Lott, to approve the Personnel Report dated March 14, 2007 as follows:
Court:
Note the employment of Terry Lower, Tipstaff effective March 15, 2007.
Public Defender:
Approve the employment of Warren Bladen, PT Assistant Public Defender effective March 21, 2007 for approximately 4-6 weeks
Green Acres:
Recommendation from Linda Bouch, Administrator, to approve the employment of Francis “Gene” Caskey, RN Supervisor effective March 12, 2007.
Separation of Employment:
- Timothy Taylor, Caseworker 3, effective March 16, 2007
- Kevin Becker, Deputy Warden of Security, effective March 8, 2007
- Wanda Hughes, Infection Control/QA Nurse, effective March 23, 2007
- Suzette Berlin, FT RN Unit Manager, effective March 22, 2007

Casting of Lots:
Board Chairman Snyder noted the Casting of Lots for the May 2007 Primary Election will be held today at 10:00 a.m. in the Commissioners Meeting Room.

Mr. Weaver moved, seconded by Ms. Lott, to approve the following expenditures:
General Fund $ 992,846.52
911 Fund $ 9,169.10
Children & Youth $ 149,012.40
HazMat Fund $ 270.32

Solicitor Hartzell:
He noted the petition was filed yesterday opposing a nomination petition. A hearing will be held this Friday morning. Solicitor Hartzell and Ms. Dutko will be attending on behalf of the County.
