Multi-Municipal Planning
 
   Section 1102 of Article XI of the Pennsylvania Municipalities Code (MPC)authorizes joint municipal comprehensive planning and plan implementation by two or more municipalities. Multi-municipal planning allows cooperating municipalities to direct various land uses to the most logical locations within a large geographic area. By participating in a joint planning effort, a municipality can more effectively address issues that extend across municipal boundaries. Completion of a joint plan provides participating municipalities with several options concerning zoning implementation.
   Adams County encourages joint municipal planning through the allocation of staff resources and matching funds. The County applies for state planning funds "on behalf of" cooperating municipalities, and administers resulting contracts.

Adams County municipalities involved in joint comprehensive plans include:
  • Bonneauville Borough and Mount Pleasant Township - Complete
  • Littlestown Borough, Germany Township, and Union Township - Complete
  • Arendtsville, Bendersville, and Biglerville Boroughs, Butler, Franklin, and Menallen Townships - Underway 
  • Carroll Valley and Fairfield Boroughs, Freedom, Hamiltonban, Highland, and Liberty Townships - Underway
  • Abbottstown, East Berlin, and New Oxford Boroughs, and Hamilton, Oxford, and Reading Townships - Underway
