From the President of the Borough Council:

There has been much misleading information being distributed to the residents of McSherrystown in the past few days regarding the proposed "Rental Property Inspection Ordinance" more aptly named "The Renter's Protection Act".  The facts of the matter are that NO Private Owner-Occupied property in the borough of McSherrystown would be effected under this ordinance.
This ordinance applies ONLY to tenant-occupied, properties. It's purpose is to provide a protection for tenants who may be experiencing difficulties in getting safety concerns addressed by their landlord as well as to protect property values.

A text of the draft ordinance is available here for your review:  Draft-Rental Registration Ordinance
