Historically, the County has retained a Solicitor as a part-time position. In the year 2000, the County created its first full-time Solicitor position, and hired John M. Hartzell, Esquire, as the first full-time County Solicitor. At present, the County retains Mr. Hartzell as its legal representative, although it retains special outside counsel for bonds and other complex issues.  Responsibilities are to serves as the legal representative to the County.  Commences and prosecutes all legal actions brought by the County.  Defends the County in all actions or suits brought against the County.  Provides research and advice to the Commissioners.  Provides research and advice for other offices of the County.  Reviews and drafts contracts and other legal documents, and reviews policies and legislation.  This research and advice is both reactive and proactive, and includes evaluation of proposed regulations and ordinances.
