Public Searching is available on public terminals located in the  courthouse lobby.   A copier is available for copying and can be accessed with a copy button obtained from the Register & Recorder office OR Prothonotary office.  There Is No Public Terminal Availability Within The Register & Recorder Office.

NO PHOTOGRAPHING - Our office prohibits the taking of any photos by camera or cellphone of any images in books, on the computer or on microfilm.

About Us
The Records of Deeds office handles all types of documents relating to real property/real estate.  Documents are recorded and become public record and become part of history.  In addition, this office is an Agent for the Department of Revenue to collect Realty Transfer Tax (RTT)  and distributes those funds to the state, and to municipalities and school districts.  Individuals who have obtained status as a Pennsylvania Notary Public must record their official Oath and original fiduciary Bond with the Recorder of Deeds. Military discharges (DD-214 form) are recorded with the Recorder of Deeds for safe-keeping when presented by the Veteran who must bring the document in to be recorded.  Military discharges are protected under a Federal Privacy Act and are confidential.  A Recorder of Deeds official has the responsibility of preservation of records relating to real property/real estate, including but not limited to: Deeds, Mortgages, Easements, Agreements, Stormwater Management, Financing Statements, Subdivision Plans, UCCs, and many other types of real estate documents.  Once recorded, documents are public record and become part of HISTORY.

NOTICE REGARDING JCS FEE INCREASE
 
On November 30, 2017, Act 40 and 44 of 2017 (signed by Governor Tom Wolf) increased the Judicial Computer System/Access to Justice/Criminal Justice Enhancement Account (JCS/ATJ/CJEA) state surcharge from $35.50 to $40.25.  This is an increase of $4.75.   Even though the Recorder of Deeds Office is not a court-related office, this legislation impacted recording fees on certain documents that the JCS state fee is collected.  The updated Fee Schedule is posted on the county website under “Recorder of Deeds”. 

RECORDING REQUIREMENTS:
 
  • Realty Transfer Taxes must be paid by check. (No cash is accepted for RTT.) 
  • ​PLEASE PROVIDE A SELF-ADDRESSED STAMPED ENVELOPE FOR THE RETURN OF YOUR RECORDED DOCUMENTS OR PLEASE MAKE ARRANGEMENTS TO PROMPTLY RETRIEVE YOUR DOCUMENTS.
  • Documents must pertain to real estate and have ORIGINAL SIGNATURES that are PROPERLY NOTARIZED.
  • UPI:  Adams County DOES NOT use the UPI (Uniform Parcel Identifier System).
  • DATE OF DOCUMENT must be the 'same or before' the date of the notary acknowledgement.  (Notary acknowledgements cannot pre-date the date of document.).
  • NOTARIES: All sections must be complete with Notary commission listing Venue (State and County), Current Expiration Date and Notary stamp MUST be legible; or be subject to rejection.
  • RON (Remote Online Notarization) is acceptable ONLY DURING A DECLARATION OF EMERGENCY.    Pennsylvania law requires notarial acts to be performed in the physical presence of the notary officer. This means that under normal circumstances, a Recorder's Office is not authorized to accept documents notarized by remote online notarization (RON).  However, in the current emergency, the Pennsylvania Department of State issued a notice dated 03/25/2020, to implement RON on a temporary basis and for certain transactions.  Notaries must execute all notarial acts (including acknowledgements) in accordance with all other requirements of the Revised Uniform Law on Notarial Acts and comply with the safeguards contemplated by the ULC and the recent RON legislation regarding identify verification, the use of secure technology and an audio-video recording of the notarial act.  A document notarized per RON must reference in the notary certificate that the "Notarial act involved the use of communication technology".
  • MUNICIPALITY (Township or Borough) should be clearly stated.  Multiple municipalities must state the percentages of divisions for local realty transfer taxes. The form for TAXES BETWEEN TWO MUNCIPALITIES MUST BE COMPLETED. Taxes Between Two Municipalities
  • STATEMENT OF VALUE is required by the State anytime you are not paying or paying a portion of realty transfer taxes, and the form must be filled out completely.  
  • CASH, CHECK OR MONEY ORDER payable to "Recorder of Deeds" is required.  Any overages up to $10.00 will not be returned.  See Fee Schedule for recording fees.
  • COMMON LEVEL RATIO: Use factor for the current year your document is dated.
  • ASSIGNMENTS OF MORTGAGE: Reference documents must have the Book and Page of original mortgage. 
  • EASEMENTS require a Statement of Velue (unless they are a public utility).  See www.revenue.pa.gov for a fillable form and instructions. Call PA Revenue with any questions you may have pertaining to a Statement of Value. 
  • SUBDIVISIONS PLANS MUST BE 18" x 24" in size. Paper or mylar are accepted.
