About Us
Our mission is to promote voluntary conservation and good stewardship of Adams County's natural resources. Our vision is to be recognized, respected and trusted as the conservation leader of Adams County, enabling the people to sustain, use and conserve our natural resources through the 21st century, thus maintaining a balance and harmony between a profitable agricultural economy and other land uses to enhance the County’s quality of life.
In light of the COVID-19 Pandemic, the Adams County Conservation District (District) has closed the Adams County Agricultural and Natural Resources Center (Ag Center) and grounds are closed until further notice, including our office, to the public (USDA customers are by appointment only). The District is still open for business: answering phones and emails, receiving plans and processing permits, but to protect the health and safety of our staff and customers we are operating remotely.
You may continue to submit plans and permits. Items may be mailed or dropped off at the Ag Center. Drop off instructions are posted on the front door. Materials will be forwarded to the appropriate individuals on a regular basis. The PA Department of Environmental Protection (DEP) has suspended the timeframes for providing permit decisions established in the Policy for Implementing the Department of Environmental Protection Permit Review Process and Permit Decision Guarantee. Please note applicants may experience delays in receiving permit decisions.
Act 38 Nutrient Management Plans will be reviewed according to the delegated time frames and procedures established by the State Conservation Commission. Final approvals will be completed by the District Board as delegated.
Environmental emergencies and complaints during the duration of the COVID-19 Pandemic Emergency can be reported to the PA Department of Environmental Protection (DEP) at 1-800-541-2050.

Water Testing samples WILL NOT BE COLLECTED until further notice. We will post when we are providing this service again.  If you wish to test your water, the number for LABS Inc. in New Oxford is 717-259-6550.

We apologize for any inconvenience, but we hope this helps keep you and your loved ones safe during this time. Thank You!
